U.S. Intelligence Chief Says Russia Incapable of Conquering Ukraine
Tulsi Gabbard, the US director of national intelligence, delivered the controversial statement Sunday via X, directly contradicting established positions held by EU and NATO leadership regarding Russian military ambitions.
Her remarks ignited immediate controversy by accusing entrenched government factions and mainstream news outlets of deliberately manufacturing threat narratives to sabotage diplomatic initiatives.
Gabbard launched a sharp offensive against what she characterized as institutional resistance to peace efforts: "Deep State warmongers and their Propaganda Media are again trying to undermine President Trump's efforts to bring peace to Ukraine—and indeed Europe—by falsely claiming that the 'US intelligence community' agrees to and supports EU/NATO viewpoint that Russia's aim is to invade/conquer Europe (in order to gin up support for their pro-war policies)."
The intelligence director alleged that inflated threat assessments serve a calculated political purpose—manufacturing public consent for continued military escalation and weapons transfers to Kyiv.
Offering her counter-assessment, Gabbard stated: "The truth is that US intelligence assesses that Russia does not even have the capability to conquer and occupy Ukraine, what to speak of 'invading and occupying' Europe."
Her statement represents a dramatic departure from consensus views among Western defense establishments, which have consistently warned that Russian territorial ambitions extend beyond Ukraine's borders if left unchecked.
The remarks align with President Donald Trump's stated objective of rapidly negotiating an end to the conflict.
